This was not just the FBI it was also the CIA; they were doing more than just the Anti-war thing it was what they did later.
Sometimes Hoover would be watching to see what the CIA and other agencies were up to, this was part of it. He was a bit nuts but he was always worried about a dream he had when he was young. A plane or something hit a building and it was about the communist takeover of the Republic. This was an actual thing written about Hoover. He did a lot of things he shouldn't have down and it was never supposed to even be done by the FBI. They were not supposed to be involved in anything but money, banks, and other things to do with crimes about money crimes, this is how they got some of the MAFIA, Tax evasion, now you have to worry about them and their links to crimes and money.

Go and look up why they were allowed to have guns. They were investigators not law except they could arrest or put in for arresting these types of crimes, they didn't carry guns until the Mafi was running in the 1930s I believe, they weren't anything as it is today, the guns are where they became a problem giving the more power is a problem. You shouldn't allow them more power to attack people for other crimes. They wouldn't work on a case of kidnapping unless someone asked for money. I think you can do a history search to find where they started taking more power than they should have.
