It is a normal thing. In fact, we have five military bases in this area. I make fun of people who say "think of the veterans and pets" around July 4th and on New Years Eve. Stuff is always being exploded down here in San Antonio. Not to mention the hog infestation and the helicopters flying around hunting feral, mean, destructive, hogs. They are hunted, the meat sold to Frances who processes them and sell them back to the USA as Vienna sausage. You don't like it or find it interesting... leave. LOL!

The area where they are doing the exercises are in the "black" part of town, the East side. They are going to need a lot more helicopters (many will get stolen as soon as they land.)
