As someone whose worked at a facility like this I can tell you that the only time management is grudgingly willing to "waste time on worker comfort" like that is when they legally have no choice such as during heat advisories where OSHA etc requires such things.

These places are mostly staffed by illegals and ex cons and have management that see workers as utterly expendable and not worth doing anything for they're not legally obligated to. Hell even when they're legally obliged to do stuff they usually don't.

Generally speaking there's not many heat advisories in February.
