Obama has NEVER had control of those documents.
The National Archives opened a field office just like they do EVERY president who requests their records.
Obama people sign the records out and back in.
The only records actually OUT of NA will be what you see at the Obama Presidential Library, under glass either on tables or on walls and it all still is under legal ownership and control of the US National Archives.
