The Internal Revenue Manual, Part 9, Chapter 4, Section 12 extensively covers arrests. According to 26 USC §7608, special agents have the statutory authority to execute and serve search warrants and arrest warrants, and serve subpoenas and summonses issued under authority of the United States. ------------------------- This is why they have all that ammunition.
