It's going directly into the pockets of the elite. In preparation for the coming economic collapse and reset they're more likely transferring as much wealth as possible to their hidden banks, under the disguise of "helping Ukraine" or some ridiculous cause. So in later years when they roll out the new banking system they'll already be loaded for lifetimes and we'll be dirt poor.

They actually do this a lot. If they announce funding for some big project it's probably a lie and the money is going to something else entirely. Or the project is not what they say it is.
