It's a German casual kilt. Leave it to the news media and lefty freaks in North America to say it's a skirt because they don't know what a kilt looks like. Why did he wear it? He didn't answer when he was asked but cracked a joke instead. I would guess this is his response to the German press ragging on him about his clothing choices while on the press tour, the North American news media picked up on some of it and joined in.
