If you check the nose shape, eyes shape and so forth, and account for makeup, you can see that the photoshopper used that picture, on the left as the template for the one on the right.

It all matches, perfectly. So, not only is it the same person, it's the same picture.

The chin is cropped in the second picture, which could be hiding a mitigating factor, which we need to be aware of. Also, there were decisions made as to what would count as "without makeup" that might steer the image to feel more manly than reality would hold.

So, while games might be being played here, I don't think it is the game you are suggesting, using two different people. It's the same person, same photo being manipulated and all that.

Again, compare the brow line, eye shape, nose shape and jawline to check for things like that, in the future.
