No mail in voting should be allowed at all as you have no chain of custody on the ballots.
All ballots should have a chain of custody you touch them you sign for them just like how evidence works.
All counting/verifying should be done with representatives from both parties present.
Any fuckery with ballots including locking out representatives from the process should be tried as treason with a fast track to a mandatory execution sentence.
