The real problem is the large number of players that are capable of making or stealing a nuke, or even a dirty bumb. Yes, the insiders may be able to fingerprint the device and allocate blame, but individuals can't do that, so they'll tend to believe whatever's told to them on the TV or internets.

It would be great if you could hit the West Coast. Just carpet balm the whole coast. Sprinkle some in NY city but where all the walstreaters are. The people of NY aren't the problem. And of course you know Washington needs a dab or 2. That should cover the problems I think. Thanks
