Most likely a lack of maintenance or a missing/unavailable part thanks to empty shelves Joe.

Refineries have serious security.

Any sabotage would have to be done by an insider. That's not impossible, just hard to imagine.

The article says they normally buy steam from neighboring BASF chemicals. I guess they had a steam outage for whatever reason.

The steam might have been coming off a gas Turbine HRSG. If the gas turbine tripped, no steam until it is back online. If the turbine cartridge was damaged, they will need to swap a spare in, which they should be able to do in half a day.
Then however long it takes to restore refinery production.

I live in Pt Arthur...
Nothing on local "news" being reported here, but that don't surprise me...
I know some that work at the local refineries and if I hear anything, I'll report...
