I guess they had a steam outage for whatever reason. The steam might have been coming off a gas Turbine HRSG. If the gas turbine tripped, no steam until it is back online. If the turbine cartridge was damaged, they will need to swap a spare in, which they should be able to do in half a day. Then however long it takes to restore refinery production.
