With this gentle, almost imperceptible gradual reduction in numbers within 9 years you get from 7 billion to 500 million.

These 'regions' rarely interact with each other being so geographically and socially separated, so the reduction will largely be unnoticed and even if noticed each region is generally ideological opposed or at least apathetic to the others and so won't actually care.
