It was definitely combustible.

Airborne wood dust will also flash like gasoline vapor.

The dust is some kind of colored particle, but the source could be milk powder. Once it reaches the right air to fuel mixture, it acts like a gas. All it needs is a spark. Grain ships used to blow up for the same reason. The (off)loading process caused the finer grain dust particles to suspend in the air, a static discharge did the rest.

It would be interesting to know what kind of dust. Lots of kinds of dust is combustible, flour, popcorn, etc. in the right concentration. Only takes a spark and it is a flash fire .

Looks like you're spot on. It appears that this was an outdoor event, which is probably a good thing. Look up grain elevator or silo dust explosions, it takes down buildings.

There is an entire industry built around collecting and filtering dust particles, building vents and controlling air flow so this exact thing does not happen in the manufacturing industry.
