A bio-weapon that is 99% survivable is a very poor bio-weapon.

My personal opinion is that they were still working to make it more deadly, for release when optimizer. However, tptb saw that Trump was going to win reelection in a landslide, so they upped the time table and released it in 2019 to derail Trumps presidency and install widespread (required in many states) mail in voting.

The original plan (IMO) was for the virus to kill a LOT more people (20ish percent) in the first wave, which would have increased the percentage of people who got the vaccine.
