It wasn't the Uvalde PD in charge. It was the Uvalde ISD PD in charge, which is separate from any municipality, county, or state, and is funded mostly by property tax dollars.

But a mass shooting at school, especially with active shooter while school in progress, does not usually fall entirely under school district responsibility.

And they had to wait for equipment and supplies at one point in the line of different and ever changing reports.
