If they are SHUT ... well they may be restartable, but for most shut ones they would probably need a multi month rehab with LOTS of new equipment, and testing, to be able to work again.

The companies should tell the White House to send in the bureaucrats to start them up and run them ... but NOT give them the operating manuals or procedures or tell them what equipment was scavenged out so as to keep their other refineries operating.

I bet if they did that the refineries would operate just as well as the ones the Venezuela Government took over from private industry (NOT at all!).

They should also tell Biden he needs to get his refined products from Russia, where the NE was getting much of their product from before the US embargo of Russian oil and oil products (the NE was getting 25% of it's oil for the refineries left in the NE from Russia ... and in addition was getting about 30% of it's diesel fuel from Russia - thus overall Russia was supplying directly or indirectly about 50% of the diesel fuel consumed in the NE of the US)

That means he plans to buy it outside our country, pay more for it and force refineries to process it against their will.

If they can and do restart them, and prices come down, then people will ask why did they close them in the first place and why did it take the administration so long to act to reopen them. Either way it shows incompetence and disregard for the financial welfare of the people they should be serving.
