By means of a biological attack on humanity, now well underway, they seek to change the legal and political status of the WHO and the UN, the WHO controlling the the narrative, supra national, and the UN doing the dirty work ie enforcing the measures on the ground.
The timed releasing of weaponised tweaked viruses will be accompanied by a propaganda campaign that " bio terrorists "are responsible. The OWG is defending humanity from these enemies.Legitimacy is thereby achieved.
But of course the bio-terrorists are they themselves. The lockdown/vaccine strategy is designed to undermine society, economy, health and morale, as we already know to our cost.

IMO this is illogical. No One World government could operate in such an environment. It is a delusion.
