The only divided factions of any real significance are between the old noble families that descended from the bloodline of Nimrod. The families work together on big-picture issues (the great work) but have disputes about how to execute these goals. The two groups that OP describes are both compartmentalized elements of the same greater agenda, a hagelian dialectic on a massive scale. Just like Left vs Right, whoever wins, we lose. At this stage of the plan, it behooves them to allow this conflict and infighting, as it leads to greater chaos. The families always play both sides simultaneously. The fascist corporatists and the anti-government libertarians are both useful to them. OP has it right in that the plan is to inflame the free-thinking masses to revolt against the (deliberately) incompetent regime. In the aftermath of this rebellion, a new system will be proposed under the guise of a benevolent theocracy, blaming nihilism and atheism as the root cause of society's decline. However, this will not be Christianity. The "New Age" movement is currently being groomed as a catalyst to create this one-world religion. It will fuse with the remnants of Abrahamic religions to create a new faith that acts a "softcore" version of Luciferianism. Many of the new-agers are genuine psychics and good souls that pose a threat to the NWO. This is why it was important for the Luciferians to hijack their movement from within. They prefer to assimilate their enemies rather than destroy them. The goal of the NWO is to make us think we chose adopt their system out of our own free will. Parallel to the spiritual side of the plan is the transhumanist agenda which will see us merging with A.I. Many will now do this voluntarily, believing their leaders to be wise and morally-sound shepherds, in contrast to the previous incompetent and greedy ones that were overthrown. All of this boils down to obtaining your consent. They don't directly force people into these systems, they carefully "guide" them into thinking it was their choice. Transhumanism won't be implemented completely until they believe that they've earned your trust. This is one of their fundamental ideological tenets and it is almost never violated.
