They seem to have run out of all the fools available on the planet (maybe they're hoping to find some on Mars?), but more importantly, all banks (their owners, CEOs, CFOs, and managers) are lying, cheating, backstabbing bastards... so I'm not expecting such an agreement to last for much longer.
