Costa Mesa police are looking for a man they say has been harassing women with sexually vulgar language and spraying them with pepper spray.

The department is asking for the public’s help in trying to find Johnny Young, 25, whose last known address was in Las Vegas, Nevada, police said.

Exactly. Nowhere in the law does it say "you can attack people who annoy you or offend you". It's the exact opposite. If he asks them a rude question and they attack him in response, that's assault and he has every legal right to defend himself with all reasonable force which includes pepper spray. What we are seeing here is someone challenging the status quo, who, when attacked, uses a chemical repellant to prevent injury.

Is this guy a troll? Yes. Should he be doing this? No. Is he legally attacking those women? NO. It's self-defense. He CANNOT get away with laying hands on them. This is about all he can do for self-defense when the more violent sex comes for him.

A reasonable judge might consider his actions to be fighting words, and the women's reaction to be self defense.

If a man gets close to a woman he doesn't know and says the kinds of things that he says, a woman could have a reasonable fear of being assaulted or raped.
