Russia's enormous landmass makes it allot more resilient to a nuclear war than western Europe.
Anyone living in cities will be toast though.

Safest place if nuclear war breaks out will probably be any country in the Caribbean. They have no enemies, and takes no sides. They're also self-sufficient when it comes to food production. And the location close to equator will have little impact from a nuclear winter.

And if Russia strikes first, where do you think all of the US submarines are going to be? If you think a first-strike is a way to 'win' -- you have no grasp of the real world.
