Even if the munition was fired from Germany using a ballistic path, it shows any naval ship can be 'decommissioned' using just a few well placed modern munitions. Moscow is protected by the S-500 which can hit ballastic objects, ships meant to be part of a large convoy, . . not so much.
If a carried can also be 'fully decommissioned' just as easily, the world's navies just all got sent back to their respective 'home ports'.

Iran's 'fast missile boats' are similar to what has been used in the GOM to protect the drug shipments for NATO's banks.
