Is possession of *cloned* license plates a felony or a misdemeanor?
Inkjet printers can really print an incredible image these days. The one thing about license plates is that they are embosses. How about use a 3D printer to make a plastic shell with the appropriate level of embossment and then inkjet print the rest of the plate? That way you have a cloned plate for an appropriate vehicle that is not going to be reported stolen and will pass any automated vehicle scanner. It probably won't pass a close inspection by a smart cop, though.

What do you think? A better idea than stealing tags?

So, something like this, I think.

Print the cloned plate onto an actual piece of sheet metal.

Create the embossment using a method like this:
