The one thing about license plates is that they are embosses. How about use a 3D printer to make a plastic shell with the appropriate level of embossment and then inkjet print the rest of the plate? That way you have a cloned plate for an appropriate vehicle that is not going to be reported stolen and will pass any automated vehicle scanner. It probably won't pass a close inspection by a smart cop, though. What do you think? A better idea than stealing tags?

There is a solution. But this is the wrong target.
