Stingray tech is 2 decades old or more.

I purchased one off of silkroad many years back for 18 bitcoins, and surprisingly the components are things you could pick up at a best buy or fry's electronics store.

I'm sure what is being used now is more software related than hardware.

right near our house about 15 years ago there was a girl who went for help when car broke down. somehow she slipped and tumbled down steep mountain and broke her leg. she called 911 but for whatever reason didn't or couldn't convey her exact location. it was very cold that night. the deputy sheriff was able to pin point her location from cell signal and they got to just in time; her body temp was dangerously low like 80 degrees.

so these sting ray things aren't all bad.

I never had a cell phone but the police coming from the opposite direction or watching cars on a bridge always frantically pulled me over. I think I had a GPS tracking device of some kind that is no longer working.
