Not necessarily. It all comes down to resources. When a nation has enough resources within it's borders it doesn't actually need trade. Many countries especially in Europe are to small to do without trade, some of the larger nations like the US and Canada can.

Russia has it's own fuel, gas, food and I would assume they have some mineral resources. How much do they actually need from Oceania and the world; more iphones and big macs? They may be better off without it. Of course their Iphones they can just buy bootleg from China. In the end more nations will deal with Russia than Oceania wants.

Russia doesnt manufacture ANYTHING besides weapons and ammo. They are VERY dependent on the rest of the world. They dont have the capability to survive alone.
