Find another coin dealer, stay away from pawn shops.
My dealer gave me 23.50, spot was 24.72.

Exactly, who the F would sell back to a dealer for less than spot right now when there are tons of people willing to buy silver for $5 over spot? Bypass the dealer and find someone looking to buy - or keep it if you have any sense.
