I don't see how that would harm the dog any more than a muzzle providing it could breathe and was given breaks to eat and drink. Soon enough the dog would associate the barking with the zip tie and stop it. If it doesn't then you put the dog down. Neglecting animals when they rely on you is cruel.

I work with cable ties all day long. So no one needs to give me a lecture about how it would damage a dog's mouth. Providing it was done with care I don't see how there would be a problem if it was used as a trainig method. Obviously not a long term solution.

The real horror here is the neglect of the animals needs. Not the cable ties.
