You're entitled to your opinion. I was unable to find a definition of mistreatment that implied intent. Also, some dogs do know right from wrong. Therefore it is possible for a dog to mistreat a human, even by your opinionated criteria of the definition.

I wouldn’t have a problem if he did that because the dog was going around biting people until animal control arrived but that wasn’t the case. He needs to go to jail for a few months at least.
