Research targeted at determining the weaknesses of certain ethnicities and cultures is not new within military sciences. So, while Russia "may or may not" be correct on this particular topic, I see no reason why bioweapons technology research would not have also taken an interest in what country or people would or would not be left standing or which ones would or would not be hit harder.

There was some research a while back that came to my attention. A professor at Yale who was determining how people from the Middle East in particular responded to torture. He's probably a good place to dive down the rabbit hole if you have a decent AI bot net or other serious dark net research capabilities.
