All he has to do is split Ukraine in half giving the western side to the people who live there and having them make it an EU nation upon signing
Keep the East Ukraine from the other side of the river to Donbas. Hell, give putin donbas and he'll go away.

Make West Ukraine neutral and install a puppet in office in West Ukraine. Putin can't touch it and everyone has safe passage while technically staying in their country instead of fleeing to God knows where.
When the dust settles, completely upend NATO or at least get the US and UK out of it.
