Immigration and Political Asylum (Bi-Den)

Why is it that thousands of Afghanis, Mexicans, all of South America are given free money and a free pass into this Country, but nothing was offered to Ukrainians or Cubans and Venezuelans are vetted properly and often refused?

Could it be that they are conservative people that want small government? Could it be that Ukrainians don't fit the demographic?
