They most likely are able to access the underground tunnels from wherever they’re staying in the city (I’ve seen the underground tunnel that connects the capitol to the supreme court I think, they’ve got mini pods you sit in that go back and forth.) They probably just wouldn’t allow any civilian companies to access those due to the high status (presumably) of those attending.
