If we take these two things together, PChucky's "slip up" that Obama's in charge and Chuck Todd's admission that Biden is incompetent, and try to parse out the potential message that is supposed to be delivered to their loyalists, then we might come to the conclusion that this is what they are really telling their own people:

'Obama's behind the scenes. He's got this. Biden needs to be 25th'd because of general public opinion about our policies and the danger that poses to the furtherance of the agenda. We need a new face. That will buy us some time. But don't worry because the real power has always been Obama behind the scenes, and Biden's replacement will carry on with the same agenda.'
