Several reasons I can think of:

One, they've got a big war planned, so they can control with that. The camps and infrastructure is now set up though thanks to the Covid hysteria.

Two, they're pulling back because they feel a strong push back and realize they don't want to go too far and have a revolution or riots, so then they'll slowly creep back again later, like push and pull. They have to find more bigger reasons.

Three, the infrastructure is now set up with these COVID passes, they don't need to start yet, so the virus did it's jobs. The concentration camps, the "green" pass, all set up and ready to go for the next crisis. Was never about the virus, it was about setting up this infrastructure to control people.

Four, the word is getting out of danger with the vx, Japan is putting warnings even on labels, so no one wants to get sued. They're going to act like oh, well we didn't force you. They're erasing evidence, just like Nazi Germany tried to do.
