Its interesting but it's a coincidence. It's because of the population base and testing. Remember these COVID cases aren't really cases they are just people who test positive. Tests have 96% false positives meaning you will likely be positive. In Mexico they aren't testing so much. NYC is COVID crazy with passports and other rules. I'm not saying there is no correlation but this data is NOT the proof.
