A Light Show at the White House

Might I add, no one is working on fountain today!! The White House literally looks empty!

In fact, there were 4-6 men, all dressed the same (with lettering on back of jacket) walking in and out front door and lined up on rooftop. I've never seen 4 'snipers' before and I've been following this webcam for a year now!

That's where I was headed but I want to rule out scientific explanations first.

I want to say it's some type of light refraction but it was acting differently with each light source. Even when cam was still and not moving, the 'waves' still were.

Didn't they just build some kind of wall-like structure in that general area in front of the White House? Maybe something emanating from that.
