Video of time warp, DC / Whitehouse

Looking for a video clip I remember seeing on a thread here back in oct/Nov time frame.

In the clip it was like a stationary security camera pointed towards the white house from a distance. It was at night.

Not sure how to describe this other than it looked like a time warp passed over the white house. Sorry I can't describe it better, just a strange video, no people in the video just the city at night with like the sky and buildings wrinkling before returning to normal.

I'm sure, at least pretty sure it was done with video editing equipment but it was pretty cool/eerie.

Anyone know what I'm talking about? If so,back you point me to the thread or actual link to video.
