They already ruled in a case against them though.

Pretty much. It's just a matter of whether it will be implemented. It sounds like the Agencies dont know how to enforce it or are afraid to. The Military will because they don't care.

These are the interpretations of the Executive order that most agencies are basing their rules on.

The military, federal employees of the Executive branch, federal contractors' employees, those who work at Head Start programs, and healthcare workers who work at a place that gets Medicare/Medicaid money are all under vaccine mandates (one of today's Sup. Ct. rulings on the last one). There is litigation pending on the others, but for now, they are going forward.
