Is this test being done under controlled conditions, with naked people in an enclosed room? Or is it more wandering around seeing all the hundreds of bluetooth devices crowds carry around, from earphones to cellphones to tablets and laptops, to more fancy or luxury things such as "smart clothes" with embedded bluetooth (example: [link to www.bestbuy.ca (secure)] ) or jewelry and other misc electronics..?

Oh and fitbits and other smartwatches all have bluetooth.. That seems the most likely to be the most common random bluetooth addresses.

This should be pretty easy to test. Take a fully jabbed moron out into a field and see if you can find the Bluetooth signal.
