He didn't say, for example, that cannibalism was widespread, just that it happened.
Here's another not dissimilar story.
In the same campaign, Rome smashed other cities. One was Masada.
Now, I may have my sieges mixed up, but at Masada the occupants decided that since they were all going to die, why give any satisfaction to the Romans. So the men first killed all the women and children and then they killed themselves.
And, as I recall from the book, something not dissimilar happened at a third city. Except it went like this: the elites convinced the remaining fighters to fight to the death kamikazee style, providing cover, while they themselves hid in secret catacombs under the city. Then, true desperation set it. One particular elite, and Josephus apparently, convinced the others that they should all kill themselves at once. Josephus and the elite, I can't remember the name, let the others kill themselves, then they surrendered to the Romans, who, as I recall, let them go for some reason or another. The details evade me now.
Now Josephus, I guess, you can judge how you see fit. He became Romanized, to say the least; and he was a paid scribe; and he had lots of enemies. Did it happen like he reported? The historians argue it out to this day.

Some historians suggest he, Josephus, was an agent or double agent.

To be clear, Josephus's description of the campaign depicted the people fighting the Romans as absolutely worthy of their status as one of the elite warfaring peoples of the ancient world. The Romans suffered and bled and paid heavily on that campaign.

My point is not one of race or whatever. It is that one thing that sometimes happens among conquered people is deep descent into a sense of fatalistic hopelessness that leads to murder of one's own and suicide. History seems to suggest this is not as uncommon as one might believe.

I know of a few cases where I highly, highly suspect this is the case.
