One German law firm who was contracted by the government to do a study about the constitutionality of mandatory vaccinations came to the conclusion that mandatory vaccinations do conform with the German Constitution. However, forced vaccinations do not conform with the German Constitution. Instituting a fine for not getting vaccinated does conform with the German Constitution. The suggested amount of this fine was €2,500. They didn't say if this was a monthly, annual or one time fine.
