Here's a 'debunk' for the 1936 one;

Some parts are indeed very much the same

But the wormy arms and general style was very common as cartoons were just starting, everybody was doing the same

It's like Felix the Cat for me

Back then, the main/only form of animation was cel animation. Essentially layered transparencies with different characters on each, laid over a background. Take a picture, change the cels, take a picture, change the cels. It was common for cel animations to be re-used in multiple stories with or without slight changes. Studios often did this to save money, and more importantly to keep iconic gestures of key characters exactly the same for branding etc.
