No...the police don't need to get a public bus...they have many squad cars for example...and, you know, police buses if needed. Tho they are normally set up as mobile drug and alcohol tests.

Anyway, watch your video of the arrests. The bus is in the background...seems more likely someone didn't want to get arrested...so they scurried, hid under the bus and clung to an axle.

But they have such a huge army of police, they might need extra vehicles.

Used to live next to police HQ in Melbourne, highschool buddy was a cop at the time. I've seen the amount of vehicles they had then (near a decade ago).
