Those Baltic Countries are always one step away from authoritarianism and they don't have a viable constitution to prevent it. Ukraine wouldn't be the place I would think of. Stuck between Europe and Russia. And while it was the breadbasket of the Soviet Union, it doesn't have a 12 month growing season. Ok, I will say maybe it would be possible in somewhere with a full 12 month growing season. You would have to deal with the local mobs though. Basically you don't have any rights in those countries. Do I have them here? Everything is questionable here now, and if there's a decree, they can damn well enforce it. Maybe it's better in FL or even TX. I live in NY. I don't know what totalitarian thing they'll enact next.
