This sounds way too close to “Operation Trust” during the Holodomor in Soviet Russia (Ukraine). The official body count is around 4 million but it’s widely thought that many millions more were actually killed.

The perpetrators (can’t be named here - ban) fooled millions into thinking that the real army was on the way to save them, just trust and you’ll see.

Except no help came. Even as the communists pulled whole families out of their homes and executed them, their neighbors did nothing but continue to hold out hope.
