Perhaps those thousands of containers are full of artillery, ammo, tents, supplies, food, water, weapons systems, tanks, etc.

The Chinese could come in unabated in Portland or thru Canada and take control of the ports and simply unload the supplies they need before the navy has time to get its pants on.

Everyone of those cargo ships need to be searched by the coast guard.
