I read that it was a Trump EO that allows hospitals to fire their unvaxed workers (30 - 50% of some hospital staff including doctors and nurses) and replace them with National Guard members lacking the formal qualifications to hold those jobs in those states.

It is very well planned. But I think nobody expected ivermectin to be as effective as it is. That's the reason we still have a chance. It spoiled their plans. We were supposed to be 85 or 90% vaxed by now and everyone scared of Delta / Mu / R1 variants. Not lots of unvaxed sitting back and saying "I know I can protect myself and I'll do without your hospitals!"
