Houston is flooding from Hurricane Nicholas. Some roads already impassable for small vehicles.
Hurricane Nicholas is Centered over Houston causing flooding and all ready has some roads impassable.

The following high water locations are being reported by Houston Transtar or local authorities:

FM-521 Southbound At BRAZOS RIVER Frontage Road U-turn
FM-521 Northbound At BRAZOS RIVER Frontage Road U-turn
IH-45 Northbound At 61ST/BROADWAY to GALVESTON CAUSEWAY BRIDGE 1 Frontage Lane(s)
IH-45 Southbound At SH-6/SH-146 3 Frontage Lane(s)
NASA RD 1 Westbound At EL CAMINO REAL/SH-270/EGRET BAY 2 Frontage Lane(s)
NASA RD 1 Eastbound At EL CAMINO REAL/SH-270/EGRET BAY 2 Frontage Lane(s)
IH-45 GULF Southbound At FM-2351/CLEAR LAKE CITY BLVD 3 Frontage Lane(s)
IH-45 GULF Southbound At FM-1959/DIXIE FARM RD 3 Frontage Lane(s)
IH-45 GULF Southbound At ALMEDA GENOA RD 1 Mainlane
IH-10 EAST Eastbound At Westmont/Greens Bayou Frontage Road U-turn

Flooding will not peak until several hours after the storm has past.

Nicholas is forecasted to move on the coastal Louisiana which is still recovering from hurricane Ida.

By the bye, OP, in Houston and most of SE TX, high water is not the same as flooding.

We get high water from an afternoon of regular showers in many parts of the city. Poor drainage.
