Being counted as a criminal and being detained are two different things. I am just saying they do not need checkpoints everywhere. They only need some to occasionally pick up people trying to flee. It will take up time for them to ramp up the machine. We can flee for a time but the machine will catch you eventually. Even those who think they are well prepped. Hiding from thermal is difficult at night.
