Thailand now planning a “Thai COVID Pass” for those who are vaccinated to ease restrictions like dining in at restaurants
The CCSA is planning a so-called “Thai Covid Pass” for residents who are vaccinated against Covid-19, according to Ministry of Foreign Affairs spokesperson Natapanu Nopakun, who gives the CCSA report in English. If approved, disease control measures would be eased for those with the pass, like dining in at restaurants, which is currently prohibited in “dark red” zones. Natapanu says details on the Covid pass scheme still need to be discussed by the CCSA.

“With this ‘Thai Covid Pass,’ it would be possible to enter into restaurants when they are open and conduct some activities which are not allowed for those who have not been vaccinated.”

The businesses have nothing to do with this. This is a government initiative. Actually, restaurants would welcome this since right now they are all locked down for dining in. They can only do takeouts. Not saying it's right, but if the government starting the COVID pass thing, at least restaurants would start getting some customers again.

Perhaps out of country, but not in the US. The US hasn't mandated a thing. They pass it off to the businesses. The business, either fail, or survive, by their enforcement or otherwise.

reading comprehension. did you read OP's link?

1. All restaurants are currently on lockdown and not allowed to have any dine-in customers.

2. The government is considering a "Covid pass" that would allow them to open for vaccinated people.

3. And yes, this is in Thailand, not the US. Not that it matters. The principle would be the same here if restaurants were all closed to dine in customers.
